Appropriates $89,374,300 to the Idaho Judicial Branch for fiscal year 2024 (July 1, 2023 through June 30, 2024) across multiple court divisions and programs, including Supreme Court, Court of Appeals, District Courts, Magistrate Division, and specialized treatment services.

Exempts the Judicial Branch from object and program transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between budget categories and programs, except transfers between funds require legislative approval.

Requires uncommitted amounts for judges' retirement contributions from the General Fund to be transferred monthly into operating expenditures and paid to the Judges' Retirement Fund.

Reappropriates up to $19,990,500 in unexpended American Rescue Plan Act (ARPA) State Fiscal Recovery Fund balances from fiscal year 2023 for nonrecurring expenditures through June 30, 2024.

Declares an emergency and makes the act effective July 1, 2023.
