Appropriates $2,316,000 to the Commission on the Arts for fiscal year 2024 (July 1, 2023 through June 30, 2024) from General Fund ($982,800), Miscellaneous Revenue Fund ($131,300), and Federal Grant Fund ($1,201,900).

Allocates funds across personnel costs ($898,300), operating expenditures ($453,900), capital outlay ($47,400), and trustee and benefit payments ($916,400).

Authorizes no more than 10.00 full-time equivalent positions during the fiscal year unless specifically authorized by the Governor, with prompt notification to the Joint Finance-Appropriations Committee of any increased positions.

Requires all funds to be used only for their designated purposes and subjects them to accountability reports and management reviews per Idaho Code Section 67-702.

Effective date is July 1, 2023, with emergency declaration.
