Appropriates $10,006,400 to the Idaho State Historical Society for fiscal year 2024 (July 1, 2023 through June 30, 2024) from five funding sources: General Fund ($4,434,100), Miscellaneous Revenue Fund ($2,804,800), Records Management Service Fund ($362,100), Capitol Commission Operating Fund ($142,100), and Federal Grant Fund ($2,263,300).

Authorizes a maximum of 58.00 full-time equivalent positions for the Idaho State Historical Society during the fiscal year 2024 period, unless specifically authorized by the Governor.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any increased positions authorized by the Governor.

Mandates that all appropriated funds be subject to accountability reports and management reviews in accordance with Idaho Code Section 67-702.

Declares an emergency and makes the act effective July 1, 2023.
