Appropriates $154,842,500 to the Department of Health and Welfare for fiscal year 2024 (July 1, 2023 - June 30, 2024) across three divisions: Child Welfare ($106,648,000), Services for the Developmentally Disabled ($41,639,400), and Service Integration ($6,555,100).

Authorizes specific full-time equivalent positions: Child Welfare (434.80 FTP), Community Developmental Disability Services (181.96 FTP), Southwest Idaho Treatment Center (121.75 FTP), Extended Employment Services (3.00 FTP), and Service Integration (35.00 FTP).

Restricts transfers of appropriated funds: trustee and benefit payments cannot be transferred to other expense classes; personnel costs in Child Welfare, Developmental Disability Services, and Service Integration divisions cannot be transferred to other expense classes during fiscal year 2024.

Makes Department of Health and Welfare responsible for educational needs of school-age children in its custody, including payment for education at licensed residential treatment facilities when determined to be in the child's best interest.

Appropriates additional $2,050,700 for Foster and Assistance Payments Program for fiscal year 2023 (July 1, 2022 - June 30, 2023) for congregate care costs and directs minimum $42,000 in federal Child Abuse Protection Treatment Act funds to public health districts for citizen review panels.
