Appropriates $4,038,900 from the General Fund to the State Appellate Public Defender for fiscal year 2024 (July 1, 2023 – June 30, 2024), including $3,401,500 for personnel costs, $625,100 for operating expenditures, and $12,300 for capital outlay.

Authorizes a maximum of 26.00 full-time equivalent positions during fiscal year 2024, with any increases requiring Governor approval and notification to the Joint Finance-Appropriations Committee.

Reappropriates up to $1,309,400 in unexpended and unencumbered balances from fiscal year 2023 for nonrecurring expenditures through June 30, 2024.

Repeals Section 3 and Section 4 of Chapter 126, Laws of 2022, relating to outside counsel costs and capital representation costs.

Appropriates an additional $67,500 from the General Fund for fiscal year 2023 (July 1, 2022 – June 30, 2023) to cover increased electronic records storage capacity costs.
