Appropriates $678,550,500 to Idaho's four-year public universities and State Board of Education for fiscal year 2024 (July 1, 2023 - June 30, 2024), distributed across Boise State University ($282,541,800), Idaho State University ($159,484,700), Lewis-Clark State College ($40,517,100), University of Idaho ($189,565,100), and systemwide programs ($6,441,800).

Authorizes reappropriation of unexpended and unencumbered balances from fiscal year 2023 dedicated funds for nonrecurring expenditures during fiscal year 2024.

Exempts appropriated funds from transfer limitations between object codes and programs, though legislative appropriations cannot be transferred between different funds without explicit legislative approval.

Allocates $902,600 from systemwide programs for State Board of Education systemwide needs and approximately $1,960,500 for the Higher Education Research Council's infrastructure and grant programs.

Requires colleges and universities to verify that no state appropriated funds support diversity, equity, inclusion, or social justice ideology in student activities and to report expenditures related to these activities to the Joint Finance-Appropriations Committee by January 14, 2024.
