Appropriates $34,885,600 total to the State Board of Education and Board of Regents of the University of Idaho for Special Programs for fiscal year 2024 (July 1, 2023 - June 30, 2024) from General Fund, Miscellaneous Revenue Fund, Federal Grant Fund, and American Rescue Plan Fund.

Allocates funds across six programs: Forest Utilization Research ($1,599,500), Geological Survey ($1,294,000), Museum of Natural History ($722,700), Scholarships and Grants ($29,797,800), Small Business Development Centers ($1,050,900), and TechHelp ($420,700).

Authorizes maximum full-time equivalent positions for each program, ranging from 1.35 for Scholarships and Grants to 12.78 for Forest Utilization Research, with any increases requiring Governor approval and notification to the Joint Finance-Appropriations Committee.

Transfers unexpended and unencumbered General Fund moneys from the Scholarships and Grants Program for fiscal year 2023 to the Opportunity Scholarship Program Account.

Requires all funds to be subject to accountability reports and management reviews in accordance with Idaho Code Section 67-702, with an effective date of July 1, 2023.
