Appropriates $81,469,100 total to the Idaho Department of Water Resources for fiscal year 2024 (July 1, 2023 through June 30, 2024) across five programs: Management and Support Services, Planning and Technical Services, Water Management, Northern Idaho Adjudication, and Bear River Basin Adjudication.

Authorizes a maximum of 170 full-time equivalent positions for the Department of Water Resources during the fiscal year 2024 period, with the Joint Finance-Appropriations Committee to be notified of any Governor-authorized increases.

Transfers $716,000 from the Revolving Development Fund to the Aquifer Planning and Management Fund for aquifer monitoring, measurement, and modeling.

Transfers $5,000,000 from General Fund appropriations to the Secondary Aquifer Planning, Management, and Implementation Fund for aquifer recharge and management.

Transfers $1,000,000 from General Fund appropriations to the Water Management Fund for flood management programs including hydrologic data collection, stream channel repair and improvement, and flood prevention projects administered through a competitive matching grant process.

Designates approximately $250,000,000 in American Rescue Plan Act (ARPA) funding for water resource projects including managed aquifer recharge sites above Milner Dam, Anderson Ranch Reservoir enlargement, and water systems for Mountain Home Air Force Base.
