Appropriates $178,009,800 to the Department of Health and Welfare's Public Health Services Division for fiscal year 2024 (July 1, 2023 - June 30, 2024) across five programs: Physical Health Services, Emergency Medical Services, Laboratory Services, Suicide Prevention and Awareness, and Health Care Policy Initiatives.

Authorizes full-time equivalent positions: Physical Health Services (171.68), Emergency Medical Services (42.84), Laboratory Services (39.00), Suicide Prevention and Awareness (3.50), and Health Care Policy Initiatives (2.00).

Directs $640,000 transfer to the Rural Physician Incentive Fund, $200,000 to WWAMI Medical Education Program for Project ECHO, $1,000,000 to public health districts for Home Visitation Program, and $1,278,700 from Idaho Millennium Income Fund for smoking cessation programs.

Allocates $2,000,000 from Idaho Millennium Income Fund for Project Filter prevention and cessation programs with prohibition on sponsorships or passive advertising, and $2,500,000 from ARPA State Fiscal Recovery Fund for ambulance equipment and COVID-19 related needs.

Appropriates additional $1,300,000 to the Department of Health and Welfare for fiscal year 2023 from the Cooperative Welfare (Dedicated) Fund; establishes that TANF funds cannot support instruction or activities involving sexual behavior, health, attitudes, or philosophy.
