Appropriates $54,482,700 to the State Tax Commission for fiscal year 2024 (July 1, 2023 through June 30, 2024) across five divisions: General Services, Audit Division, Compliance Division, Revenue Operations, and Property Tax.

Allocates funds from multiple sources including the General Fund ($31,066,700), Multistate Tax Compact Fund ($3,253,700), Administration and Accounting Fund ($226,300), Administration Services for Transportation Fund ($19,213,300), and Seminars and Publications Fund ($248,700).

Authorizes the State Tax Commission no more than 440.00 full-time equivalent positions during the fiscal year period, with Governor approval required for any increases and Joint Finance-Appropriations Committee notification.

Requires all funds to be used only for their designated purposes and be subject to accountability reports and management reviews per Idaho Code Section 67-702.

Declares an emergency and makes the appropriation effective July 1, 2023.
