Amends Idaho Code Section 18-1520 to allow prosecuting attorneys to obtain injunctions against persons, firms, corporations, schools, museums, public libraries, public health districts, taxing districts, and political subdivisions selling, distributing, or promoting material harmful to minors.

Requires defendants in injunction actions to receive a trial within one day after issue is joined and a court decision within two days of trial conclusion.

Amends Idaho Code Section 18-1521 to preempt all local ordinances, rules, and regulations regarding the regulation of obscene material or material harmful to minors depicting nudity, sexual conduct, or sado-masochistic abuse to city and county governments, schools, museums, public libraries, public health districts, taxing districts, and political subdivisions.

Declares that all existing local ordinances, rules, and regulations dealing with regulation of such materials are abrogated and unenforceable as of the effective date, and prohibits adoption of any new such local regulations.

Effective date is July 1, 2023, declared as an emergency measure.
