Appropriates $143,743,800 to the Department of Health and Welfare Division of Medicaid for fiscal year 2024, comprised of $14,374,400 from the Medicaid Management Information Systems Dedicated Fund and $129,369,400 from the Cooperative Welfare Federal Fund.

Requires the Division of Medicaid to report to the Legislative Services Office within five days of any vendor milestone payment, including completion dates, verification dates, deliverables, and amounts paid.

Requires reporting of scope changes within five days and notification of missed milestones exceeding 15 days within 20 days, along with remedies and updated contractual timelines.
