Appropriates $185,181,800 from the Permanent Building Fund to the Department of Administration for the Division of Public Works for fiscal year 2024 (July 1, 2023 through June 30, 2024).

Allocates $59,664,000 for maintenance projects including alteration and repair ($50,271,100), asbestos abatement ($500,000), Americans with Disabilities Act compliance ($3,000,000), and facilities maintenance ($5,892,900).

Allocates $125,517,800 for capital projects including juvenile corrections, Idaho State Police facilities, military youth facilities, and higher education projects at Boise State University, Idaho State University, Lewis-Clark State College, University of Idaho, and community colleges.

Provides higher education institutions flexibility in use of appropriations: Idaho State University may use funds for health sciences property, nuclear research lab, or physician assistant expansion; Lewis-Clark State College for Sam Glenn complex remodel or nursing dormitory; University of Idaho for McCall field campus or meat science center.

Transfers $94,098,100 from the General Fund to the Permanent Building Fund on July 1, 2023, and appropriates additional $302,808,700 for fiscal year 2023 projects including $300,000,000 for statewide deferred maintenance and $2,808,700 for broadcast infrastructure updates.
