Appropriates $33,193,200 total to the Office of the Attorney General for fiscal year 2024 (July 1, 2023 through June 30, 2024) across three programs: State Legal Services ($28,887,500), Internet Crimes Against Children ($3,565,000), and Special Litigation ($740,700)

Authorizes no more than 228.00 full-time equivalent positions for the Office of the Attorney General during the fiscal year, unless specifically authorized by the Governor

Exempts the Office of the Attorney General from object and program transfer limitations, allowing unlimited transfers between object codes and between programs, except transfers between funds require express legislative approval

Requires all funds to be used only for their specifically identified purposes and to be subject to accountability reports and management reviews

Declares an emergency and makes the act effective July 1, 2023
