Appropriates $3,951,000 from the General Fund to the State Appellate Public Defender for fiscal year 2024 (July 1, 2023 - June 30, 2024), consisting of $3,313,600 for personnel costs, $625,100 for operating expenditures, and $12,300 for capital outlay.

Authorizes the State Appellate Public Defender to employ no more than 26.00 full-time equivalent positions during fiscal year 2024, unless specifically authorized by the Governor.

Reappropriates up to $1,309,400 in unexpended and unencumbered balances from fiscal year 2023 for nonrecurring expenditures.

Repeals Section 3 and Section 4 of Chapter 126, Laws of 2022, relating to outside counsel costs and capital representation costs.

Appropriates an additional $67,500 from the General Fund for fiscal year 2023 to cover increased electronic records storage capacity costs, effective immediately upon passage.
