Appropriates $34,666,000 to the Division of Occupational and Professional Licenses for fiscal year 2024 (July 1, 2023 through June 30, 2024), distributed across four programs: Administration ($3,864,500), Building Construction and Real Estate ($19,205,400), Occupational Licenses ($3,997,100), and Health Professions ($7,599,000).

Authorizes a maximum of 267.20 full-time equivalent positions during the fiscal year, with any increases requiring specific authorization by the Governor and notification to the Joint Finance-Appropriations Committee.

Exempts the Division from program transfer limitations, allowing unlimited transfers between programs but prohibiting transfers between different funds without explicit legislative approval.

Requires the Division to submit a report by December 1, 2023, on year-end cash balances for all fund details and present plans to the Legislature if any fund detail exceeds 125% or falls below 30% of the five-year rolling average of expenditures.

Reappropriates up to $6,054,000 from the State Regulatory Fund for procuring a licensing information system during fiscal year 2024 and declares the act effective July 1, 2023.
