Appropriates $96,376,200 to the Office of the State Board of Education for fiscal year 2024 (July 1, 2023 – June 30, 2024) across three programs: OSBE Administration ($91,325,000), IT and Data Management ($3,878,400), and School Safety and Security ($1,172,800).

Authorizes 74.25 full-time equivalent positions for the Office of the State Board of Education during fiscal year 2024, with increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Reappropriates up to $1,000,000 in unexpended FY2023 General Fund balances for arts grants for rural K-12 schools and up to $20,000,000 for K-12 school safety and security programs for FY2024.

Appropriates $1,000,000 from the General Fund for FY2023 (July 1, 2022 – June 30, 2023) for arts grants for rural public schools and $20,000,000 for school safety and security grants.

Requires a report by January 15, 2024 on expenditures of school safety and security funds with an itemized list, subject to accountability reports per Idaho Code Section 67-702; declares an emergency making Sections 5 and 6 effective upon passage and approval.
