Reduces the Department of Health and Welfare Division of Welfare appropriation by $14,394,000 from the Cooperative Welfare (Federal) Fund for trustee and benefit payments for the period July 1, 2022, through June 30, 2023.

Appropriates $28,025,000 to the Department of Health and Welfare Division of Welfare from the Cooperative Welfare (Federal) Fund for operating expenditures for the period July 1, 2022, through June 30, 2023.

Appropriates $28,025,000 to the Department of Labor Administrative Services Program from the Miscellaneous Revenue Fund, consisting of $25,000 for personnel costs and $28,000,000 for trustee and benefit payments.

Requires the Department of Health and Welfare to subgrant the entire $28,025,000 appropriated in Section 2 to the Department of Labor for child care grants to eligible providers, wage enhancements, and eligible community partner providers pursuant to House Bill No. 764.

Directs the Department of Labor to follow applicable guidance from the Department of Health and Welfare for correct reporting on distributed grants and declares the act effective immediately upon passage and approval.
