Appropriates $123,916,000 from the Public School Income Fund to the Public Schools Educational Support Program's Division of Administrators for fiscal year 2024 (July 1, 2023 through June 30, 2024).

Authorizes transfer of $123,916,000 from the General Fund to the Public School Income Fund on July 1, 2023, or as soon thereafter as practicable.

Increases the base salary for district administrative staff from $41,491 to $43,151 effective July 1, 2023, used in calculating district administrative salary-based apportionment.

Clarifies that $123,916,000 of the appropriated amount shall be considered expended from the General Fund for the fiscal year period.

Declares an emergency and provides that the act takes effect July 1, 2023.
