Appropriates $1,338,906,000 to the Public Schools Educational Support Program's Division of Teachers for fiscal year 2024 from the Public School Income Fund ($1,327,904,800), Idaho Tax Rebate Fund ($1,200), and Federal Grant Fund ($11,000,000).

Transfers $997,904,800 from the General Fund to the Public School Income Fund on July 1, 2023, with $1,327,904,800 of the appropriated amounts considered expended from the General Fund.

Allocates $13,750,000 from the Public School Income Fund for professional development that supports instructors and pupil service staff, with the State Department of Education to track usage and effectiveness at state and local levels.

Provides an additional $6,359 per cell for residential, professional, and advanced professional rungs to be used for instructional and pupil service staff compensation, with school districts and charter schools required to report allocations by January 13, 2024.

Declares an emergency and makes the act effective July 1, 2023.
