Appropriates $67,885,600 to the Public Schools Educational Support Program's Division of Facilities for fiscal year 2024 (July 1, 2023 - June 30, 2024) from three sources: General Fund ($14,479,200), Bond Levy Equalization Fund ($23,781,400), and School District Building Account ($29,625,000).

Transfers necessary funds from the appropriation to the Bond Levy Equalization Fund to implement Section 33-906, Idaho Code, with any shortfall to be covered from the Public Education Stabilization Fund.

Directs the Office of the State Controller to transfer $14,479,200 from the General Fund to the Public School Income Fund for the Division of Facilities operations.

Declares an emergency and makes the act effective July 1, 2023.
