Appropriates $14,237,600 from the General Fund to the Public School Income Fund for the Public Schools Educational Support Program's Division of Central Services for fiscal year 2024 (July 1, 2023 through June 30, 2024).

Allocates up to $2,459,100 for literacy programs, intervention services, math initiative programs, and limited-English proficiency programs, with a report due January 13, 2024.

Allocates up to $2,258,500 for student assessments including college entrance exams for grade 11, preparation exams for grade 10, and end-of-course exams for high school science.

Allocates up to $4,500,000 for professional development and teacher training, $1,200,000 for adaptive math instruction, $2,250,000 for limited-English proficiency programs, and up to $1,570,000 for technology education and certifications.

Requires the State Department of Education to report on contracts over $25,000 by December 1, 2023, and encourages open, competitive acquisition processes; takes effect July 1, 2023 as an emergency measure.
