Amends Section 23, Article III of the Idaho Constitution to limit extraordinary or special sessions of the legislature to a maximum of twenty days.

Removes language requiring sessions to be "convened in extra session by the governor" and applies the twenty-day limit to all extraordinary or special sessions regardless of how they are called.

Directs the Legislative Council to prepare statements as required by Section 67-453, Idaho Code.

Directs the Secretary of State to publish the proposed constitutional amendment and supporting arguments as required by law.

Requires submission of the amendment to Idaho voters at the next general election with the ballot question: "Shall Section 23, Article III of the Constitution of the State of Idaho be amended to provide that no extraordinary or special session of the Legislature shall continue for a period longer than twenty days?"
