Revises the definition of "juvenile offender" in Idaho Code Section 20-502 to clarify that the term includes any person under ten (10) years of age who commits murder in the first or second degree.

Adds a new provision to Idaho Code Section 20-505(8) establishing that the Juvenile Corrections Act does not apply to juveniles younger than ten (10) years of age who commit crimes other than murder in the first or second degree.

Clarifies that courts have exclusive jurisdiction over juveniles ten (10) years of age or older and juveniles younger than ten (10) who commit murder in the first or second degree, as well as adults who were juveniles meeting these criteria at the time of their offense.

Makes technical corrections to Section 20-505 by replacing "which" with "that" in the statutory language.

Declares an emergency and makes the act effective on July 1, 2024.
