Removes "preventive health" language from district board duties while retaining their obligation to do all necessary and reasonable things for preservation and protection of public health.

Establishes a 7-day approval requirement for county commissioners to review district board health orders that apply to all persons in a county or public health district, with orders taking effect immediately for 30-day periods subject to county approval.

Makes technical corrections to Idaho Code Section 39-414 by removing redundant language such as "upon on" and clarifying powers related to contracts, property management, and fiscal control.

Retains all 14 enumerated powers and duties of district boards including fiscal control, cooperation with state agencies, property transactions, acceptance of grants, and solid waste disposal site administration.

Effective date is July 1, 2024, with an emergency clause declared.
