Repeals Section 67-5709A, Idaho Code, which previously governed the sale, transfer, or disposition of state administrative facilities.

Amends Section 58-331, Idaho Code, to remove the reference to Section 67-5709A regarding surplus real property designation and transfer to the state board of land commissioners.

Amends Section 67-2024A, Idaho Code, to remove references to the repealed Section 67-5709A and clarify that the state board of examiners authorizes disposal of state surplus real property excluding property covered under Section 58-331.

Declares an emergency, making the act effective upon passage and approval.
