Establishes the "Freedom From AI-Rigged (FAIR) Elections Act" allowing candidates to seek injunctive or equitable relief against synthetic media used in electioneering communications that falsely depicts their appearance, action, or speech.

Permits candidates to bring civil actions against sponsors of electioneering communications containing synthetic media and recover general damages, special damages, reasonable attorney's fees, and costs.

Provides an affirmative defense if the electioneering communication includes a disclosure stating "This (image/video/audio) has been manipulated" with specific display requirements for visual media (readable font size for duration of video) and audio media (clearly spoken at beginning, end, and every 2 minutes if longer than 2 minutes).

Holds sponsors of electioneering communications liable rather than the disseminating medium, except when a medium removes required disclosures or alters content to create synthetic media.

Protects interactive computer service providers from liability as publishers under Section 230 principles, though they may be held liable if they remove disclosures or alter electioneering communication content.

Effective July 1, 2024, with all provisions declared severable.
