Authorizes the Idaho Transportation Department to implement technology and procedures allowing vehicles meeting established criteria to lawfully bypass ports of entry, where practicable.

Grants the department authority to promulgate rules to implement the bypass provisions.

Maintains existing requirements for vehicles with maximum gross weight of 26,001 pounds or more to stop at ports of entry or checking stations, except those meeting criteria for bypass authorization.

Preserves existing enforcement authority for transportation department employees to stop vehicles weighing 18,000 pounds or more that bypass weighing or inspection stations without authorization.

Effective date: July 1, 2024.
