Prohibits the state executive, legislative, and judicial branches and their subdivisions, public officers, and public employees from using public funds to pay membership fees or dues to any organization.

Exempts membership payments that are required by law or necessary to maintain professional licensure or state employment.

Defines "organization" to include councils, conferences, clubs, associations, institutes, societies, commissions, boards, alliances, coalitions, chambers, federations, and forums.

Takes effect on July 1, 2024, under emergency declaration.
