• Requires performance certificates negotiated between authorizers and charter holders outlining academic and operational expectations; allows charter renewals for 12 years if all performance terms are met.

• Provides charter schools with exemptions from most state education rules while requiring compliance with financial reporting, safety laws, teacher certification standards, and accreditation requirements.
