Amends Section 46-1021 to revise the definition of "development" by removing the exclusion for operation, cleaning, maintenance or repair of irrigation and drainage works, making these activities subject to floodplain regulations.

Makes technical corrections to Section 46-1021 definitions including changing "stream bed" to "streambed" and replacing "which" with "that" in multiple definitions.

Removes from Section 46-1022 a provision that prohibited floodplain zoning ordinances from regulating the operation, cleaning, maintenance or repair of irrigation and drainage works.

Adds new language to Section 46-1022 exempting flood control districts' "flood fight" activities from requiring prior local government approval, provided all approvals are obtained within a reasonable time after the flooding event ends.

Declares an emergency, making the act effective immediately upon passage and approval.
