Amends Section 59-1316, Idaho Code, to establish criminal penalties for knowingly divulging confidential member retirement records by board members, directors, deputies, employees, contractors, or former employees in those positions.

Establishes that violations are felonies punishable by fines of $100 to $5,000 and/or imprisonment for up to 5 years.

Requires violators to forfeit their office, employment, or contract and become ineligible to hold any public office in Idaho for 2 years.

Maintains existing exceptions allowing disclosure of retirement records as authorized by statute, court order, or retirement system rules, and by written member authorization.

Effective date is July 1, 2024, with an emergency declaration included.
