Restricts postsecondary degree requirements in job classifications to positions legally required to possess a professional license or credential, or where the job description describes the necessity for the degree.

Allows applicants to demonstrate qualifications or equivalency to postsecondary degree requirements through relevant work or volunteer experience, education, skills, capabilities, expertise, or nondegree credentials including skill-based certificates, badges, or professional certifications.

Applies these changes to Idaho state classified position rules administered by the Division of Human Resources and Personnel Commission under Section 67-5309, Idaho Code.

Becomes effective July 1, 2024, with the legislature declaring an emergency to expedite the implementation date.
