Amends Section 37-2705 of Idaho Code to add 17 newly synthesized opioid and fentanyl-related substances to Schedule I controlled substances, including butonitazene, etazene, and isotonitazene.

Adds methoxetamine and zipeprol to the hallucinogenic substances list in Schedule I.

Expands the definition of "fentanyl-related substances" to include any substance structurally related to fentanyl through specified modifications, creating a catch-all provision for novel fentanyl analogs.

Adds amineptine to the Schedule I stimulants list and eutylone to the substituted cathinones category.

Declares the act effective immediately upon passage and approval with emergency provisions, and includes severability language protecting remaining provisions if any section is invalidated.
