Expands the Idaho Board of Nursing from 9 to 12 members by adding two positions for licensed midwives and one additional advanced practice registered nurse position.

Creates Chapter 55, Title 54, Idaho Code to establish licensure and regulation of midwives, requiring current CPM certification by NARM and completion of board-approved courses in pharmacology, shock treatment/IV therapy, and suturing.

Allows licensed midwives to obtain and administer specified medications including oxygen, oxytocin, antibiotics, intravenous fluids, and eye prophylactics, while prohibiting nursing degrees as a requirement, supervision mandates, and prescriptive privileges.

Establishes scope of practice limitations prohibiting midwives from caring for clients with placental abnormalities, multiple gestations, noncephalic presentations, births before 37 weeks or after 42 weeks, or certain medical conditions unless monitored by a physician.

Sets licensure fee not to exceed $1,000, requires informed consent agreements and nine-year recordkeeping, and provides immunity from vicarious liability for physicians and hospitals; effective July 1, 2024.
