Changes the English language proficiency score threshold for assessment exemption from level four (4) to level two (2) for students not enrolled for two full school years in a U.S. elementary or secondary school.

Replaces exemptions from Idaho's direct writing and mathematics assessments with exemption from the Idaho reading indicator assessment.

Requires schools to determine exemption status before the fall assessment date and prohibits changing a student's exemption status for the remainder of that school year.

Allows schools to require exempted students to take the Idaho reading indicator assessment if deemed educationally appropriate or necessary to qualify for additional education services.

Effective July 1, 2024, with emergency declaration.
