Establishes a fixed funding amount of $430 per enrollment for the Idaho Digital Learning Academy, distributed from the educational support program appropriation.

Defines "enrollment" as each instance an Idaho school-age child enrolls in an Idaho digital learning academy class and remains enrolled past the withdrawal deadline without it appearing on their transcript; a single child in multiple classes counts as multiple enrollments.

Requires the state department of education to distribute 80% of estimated fiscal year funding by July 31 and the remaining balance by May 15, with reconciliation of actual enrollments and authority to withhold or recover funds as needed.

Directs the joint finance-appropriations committee to consider adjusting the per-enrollment amount each legislative session by the same percentage increase approved for instructional, pupil service, administrative, and classified staff salary increases.

Takes effect as an emergency measure on July 1, 2024.
