Establishes seven geographical regions within Idaho based on legislative districts, requiring the governor to appoint one State Board of Education member from each region.

Region 1 includes legislative districts 1-5; Region 2 includes districts 6-9 and 14; Region 3 includes districts 10-13 and 23; Region 4 includes districts 15-16 and 20-22; Region 5 includes districts 17-19 and 24-25; Region 6 includes districts 26-30; Region 7 includes districts 31-35.

By August 1, 2024, the governor shall assign each current board member to a region without regard to their residence, allowing them to serve out their current term before regional residency requirements apply.

Beginning July 1, 2024, if no qualified regional resident applies within 6 months of a vacancy, the governor may appoint an interim board member from outside the region for up to 3 years, with a maximum of 2 such interim members allowed.

Act takes effect July 1, 2024, and is declared an emergency measure.
