Appropriates $88,474,300 to the Idaho Judicial Branch for fiscal year 2025 (July 1, 2024 through June 30, 2025) across multiple programs including Supreme Court, Court of Appeals, District Courts, Magistrate Division, and other judicial services.

Exempts the Judicial Branch from expense class and program transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between expense classes and programs, though transfers between different funds require legislative approval.

Requires monthly transfer of uncommitted amounts for state retirement contribution remittances to the Judges' Retirement Fund from the General Fund appropriation to operating expenditures.

Reappropriates up to $18,988,700 in unexpended balances from the American Rescue Plan Act (ARPA) State Fiscal Recovery Fund for fiscal year 2024 for nonrecurring expenditures in fiscal year 2025.

Declares an emergency and makes the act effective on July 1, 2024.
