HB 459 Summary

• Appropriates $378.9 million to general government agencies for fiscal year 2025 (July 1, 2024 - June 30, 2025), including the Department of Administration, Capitol Commission, Commission on Aging, Commission on the Arts, and numerous other state agencies and divisions.

• Authorizes full-time equivalent positions for each agency, ranging from 4 FTEs for the Board of Tax Appeals to 440 FTEs for the State Tax Commission, with a total of approximately 1,581 authorized positions.

• Transfers $1.7375 million from the Permanent Building Fund to the Administration and Accounting Services Fund for Capitol Mall Facilities payments, and $250,000 from the Capitol Maintenance Reserve Fund to the Capitol Commission Operating Fund.

• Provides reappropriation authority allowing the Idaho State Capitol Commission and Office of Energy and Mineral Resources to carry forward unexpended balances from fiscal year 2024 (up to $10.65 million for Energy Resiliency Grants).

• Requires the State Liquor Division to submit monthly revenue reports comparing forecasted to actual revenues and establishes continuous appropriation authority for the Military Division's emergency management and Public Employee Retirement System investment expenses.
