Amends Section 67-5206 to correct grammatical error and clarify that attorney general's rules remain in effect until the Office of Administrative Hearings promulgates replacement rules

Modifies Section 67-5240 to change "or" to "that" regarding which proceedings constitute contested cases, and clarifies that Idaho Personnel Commission and Idaho Transportation Department driver's license suspension hearings are excluded

Revises Section 67-5280 to permit agencies to request services from the Office of Administrative Hearings beyond mandatory contested case proceedings, and grants the office authority to promulgate rules consistent with state and federal law

Adds new subsection (3) clarifying that the restriction on hearing certain cases does not prohibit agencies from voluntarily requesting other services offered by the Office of Administrative Hearings

Declares act severable and establishes emergency effective date upon passage and approval
