Amends Idaho Code sections governing criminal procedure, sentencing, and parole administration to revise terminology and organizational structure regarding the Commission of Pardons and Parole and the State Board of Correction.

Changes parole eligibility during minimum terms of confinement by allowing consideration for meritorious service and medical parole as exceptions, while maintaining restrictions on other sentence reductions during minimum periods.

Revises Section 20-1015 reference to Section 20-1016 regarding commutation proceedings in death penalty cases and execution warrant procedures.

Modifies commission membership and operational procedures, including requirements for commissioner compensation ($300 per day for hearings) and provisions allowing two or three commissioners to make certain decisions with specific voting requirements.

Effective date of July 1, 2024, with emergency clause declared; adds the Idaho Commission of Pardons and Parole to the Department of Self-Governing Agencies organizational structure.
