Establishes the Rangeland Improvement Act as Chapter 15 of Title 58, Idaho Code, with oversight by the Idaho state department of agriculture and the grazing board central committee.

Creates a rangeland improvement account in the state treasury to receive funds from federal livestock grazing fees, land sales and leases, grants, appropriations, and private foundation donations, with interest retained in the account.

Authorizes account distributions for rangeland improvement, predatory animal control, noxious weed management, watershed protection, livestock welfare, and monitoring costs (capped at 10% of annual receipts).

Expands the grazing board central committee by two additional livestock producer members appointed by the governor from nominations by the Idaho cattle association and Idaho wool growers association, serving two-year terms.

Authorizes the department to promote multiple-use management of rangeland resources on federal lands and serve as an independent mediator for permit disputes; becomes effective July 1, 2024.
