Creates the Office of Election Crimes and Security within the Attorney General's office to receive, investigate, and respond to complaints and allegations of election law violations under Idaho Code Title 34, Title 50, and Chapter 23 of Title 18.

Authorizes the office to establish a voter fraud hotline, receive complaints from any person, initiate independent investigations, employ investigators, issue subpoenas, and enter polling places or elections offices during early voting, election day, or canvass to investigate alleged violations.

Grants the office concurrent investigative and prosecutorial authority with county prosecutors for election crimes, with investigation findings referred to appropriate prosecutorial agencies for further action.

Requires the office to submit an annual report by January 15 detailing total complaints received, independent investigations initiated, complaints referred to other agencies, and for each alleged violation: source, law violated, county location, referral status, and current investigation status.

Effective date is July 1, 2024, with the act declared an emergency.
