Appropriates $11,566,500 to the Legislative Branch for fiscal year 2025 (July 1, 2024 through June 30, 2025), divided between the Legislative Services Office ($10,499,300) and Office of Performance Evaluations ($1,067,200)

Exempts the Legislative Services Office and Office of Performance Evaluations from expense class transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between expense classes for appropriated funds

Reappropriates any unexpended and unencumbered balances from the ARPA State Fiscal Recovery Fund and Technology Infrastructure Stabilization Fund from fiscal year 2024 for the Legislative Services Office to be used for nonrecurring expenditures in fiscal year 2025

Reappropriates any unexpended and unencumbered balances from the ARPA State Fiscal Recovery Fund for the Legislative Technology Program for fiscal year 2024 to be used for nonrecurring expenditures in fiscal year 2025

Declares an emergency and makes the act effective July 1, 2024
