Prohibits public school districts from allowing any abortion provider, as defined in Idaho Code section 18-604, to furnish materials or instruction relating to sex education curricula

Maintains existing prohibitions on abortion-related services at school-based health clinics and public institutions of higher education, including providing abortions, counseling in favor of abortion, referrals for abortion, and dispensing emergency contraception (except in cases of rape)

Prevents state employees and higher education employees from providing abortion-related services within the scope of their employment

Prohibits state agencies and local administrative units from using state funds to provide, procure, or distribute abortion services or emergency contraception (except in cases of rape)

Becomes effective July 1, 2024, with an emergency declaration allowing immediate enactment
