Cities and counties may conduct electrical code inspections under the Idaho Electrical Code if they adopt it by ordinance and use it as the minimum standard, with 30 days' notice required to the Division of Occupational and Professional Licenses before implementation.

Cities and counties may implement plumbing code enforcement programs by ordinance, adopting the Idaho State Plumbing Code as the minimum standard, with authority to amend local codes if they provide equivalent protection.

Cities and counties that establish electrical or plumbing code enforcement programs may contract with public or private entities to administer them and must notify the state division; upon program termination, the state must provide enforcement services for a minimum of one year.

Counties and cities with qualified plumbing inspectors may collect permit and inspection fees, but cannot require occupational licenses from plumbing contractors and journeymen who hold valid state certificates of competency.

Act takes effect immediately upon passage and approval as an emergency measure.
