Revises the definition of "juvenile offender" in Idaho Code Section 20-502 to clarify that the term includes any person under ten (10) years of age who commits murder in the first or second degree.

Amends Section 20-505 to establish that juvenile court jurisdiction applies only to juveniles younger than ten (10) years of age when such juveniles commit murder in the first or second degree.

Provides that if a juvenile younger than ten (10) years of age commits any other act that would be a crime if committed by an adult, the county prosecutor may take appropriate corrective action using available community services rather than subjecting the child to juvenile court jurisdiction.

Makes technical corrections to clarify that the court has jurisdiction over both juveniles and adults who were juveniles at the time of committing first or second degree murder.

Takes effect on July 1, 2024, with an emergency declaration.
