Requires public utilities that purchase, acquire, combine with, or merge with another utility to honor all agreements entered into by the predecessor utility with developers, property owners, or customers

Exempts agreements from the requirement if they have expired, if more than five years have passed since the transaction, or if all parties mutually agree to modify or terminate the agreement

Authorizes the Public Utility Commission to investigate and resolve complaints under this section with a 45-day deadline to take action after receipt of a complaint

Becomes effective July 1, 2024, with an emergency declaration
