Amends Idaho Code Section 50-1306A to allow written notice of public hearings on plat vacation petitions to be given by first class mail, certified mail, or certified mail with return receipt (previously specified certified mail only).

Requires senders of written notices by first class mail, certified mail, or certified mail with return receipt to retain proof of mailing, producible upon request.

Clarifies that notification of proposed easement vacations to affected easement holders may be made by first class mail, certified mail, or certified mail with return receipt requested.

Makes technical corrections to Idaho Code Section 50-1306A, including grammatical updates to existing language.

Declares an emergency and makes the act effective July 1, 2024.
